General Summary
The Key Populations (KP) Program Manager will provide overall leadership to the Project under the guidance of the Head of Training and Capacity Development and Project Director. The job holder will be required to coordinate with the project partners to oversee the planning, implementation and reporting of the key and priority populations’ portfolio.
Key Responsibilities
Strategic Oversight and Program Planning
- Provide overall technical guidance on the KP program, including providing expert guidance in the design, implementation, monitoring and evaluation of prevention, care and treatment programs for key and priority populations
- Provide on-going technical assistance to CDC regional implementation mechanisms, civil society organisations and health service providers to ensure that activities are evidence-based and that services are transparent, equitable, of high quality and responsive to client needs using differentiated delivery models
- Provide technical leadership and advice to implementation mechanisms on integration of quality improvement approaches in program design, planning, implementation and monitoring
- ork with other stakeholders to conduct policy analysis and support development the Ministry of Health to have policies that are responsive to the needs of key and priority populations
- Routinely identify institutional capacity gaps in KP/PP programming and develop appropriate capacity building interventions and approaches to address these gaps to increase service delivery across the HIV cascade
Project management
- Provide technical, financial and
administrative responsibility of project implementation - Ensure that the project and other implementation mechanism are responsive to the guiding policies and guidelines
- Prepare the project work plans
- Ensure the project activities are compliant with policies and procedures required by the donor, Government of Uganda and the Infectious Diseases Institute (IDI)
Monitoring, evaluation, data use and reporting
- Responsible for analysing and synthesizing implementation mechanism’s KP/PP data and support their dissemination to informing decision making
- Participate in documenting, tracking and reporting on the project efforts based on the Projects Theory of Change
- Participate and build capacity of implementation mechanisms in activities that could generate new evidence including bio-behavioural surveys, community scorecards and other community-led social accountability tools
- Produce periodic donor and management reports
Person Specification
- A master’s degree in Public Health or a health-related field or social sciences
- Training and experience in the various thematic areas in key and/or priority population programming
- In-depth professional-level knowledge of development principles, concepts and practices around KP/PP programming
- Up-to-date knowledge of national HIV and AIDS prevention and management guidelines and policies and the Uganda Health System in general
- Specialized knowledge of HIV programming for key and priority populations in need of HIV prevention, care and treatment services
- Demonstrated excellent teamwork and interpersonal skills in a fast paced, dynamic and diverse work setting
- Ability to facilitate training workshops and present technical data in a clear and concise manner to audiences with varying degrees of knowledge/experience in the energy sector
- Excellent interpersonal skills
- Good communication, organization and management skills
